To the WSU Community:

As many of you know, the two of us have been chairing the Executive Budget Council (EBC) since last fall. The charge and system-wide membership of the EBC can be found online. The main goals of the EBC are to make recommendations on university budgeting processes in order to achieve the following high-level priorities:
  • Advance the mission of WSU by aligning resource allocation to strategic priorities
  • Develop an all-funds, transparent budget model and process in order to better align revenues and costs in a consistent and predictable manner
  • Establish a budget process that promotes transparency and accountability, supported by shared governance and open communication
  • Allow campus stakeholders to utilize reliable and consistent data in order to inform decision-making and long-term fiscal planning
  • Develop a budget model and practices that balance central priorities with unit initiatives
  • Support innovation, excellence, and equity across the WSU system
Early in the coming spring semester, the EBC will be sharing with the WSU system community our first pass at a new budget model for WSU. Over the course of the spring semester, as we iterate changes to the model itself, we will also be working with our system leaders to develop a governance process to support the utilization of the new budget model. Our goal is to have a new model and supporting process in place by July 2022 to be able to run it as a shadow system for a year or two while we work toward full implementation.
